The short answer and my very own humble opinion is that Fortnite Save the World will never be free. That is all. You can leave now if you like or stay to find out why I think so.

I'm ZymaPro. I've been playing Fortnite Save the World and everything other mode since 2018; YouTubing and streaming my adventures along the way. Epic Games has promised that Save the World would be available free to play since before I started to play. The only recent changes they have made were in the opposite direction to free to play.
Save the World will never be free to play...
VBucks can no longer be earned by new accounts of Save the World.
A skin pack is purchased and Save the World is included as a playable mode.
The skin pack is available in the Item Shop and is playable in Battle Royale.
First of all, we have these 3 changes that are also reasons. They reflect quite a few hints as to what might be going on in Epic's mind about Save the World game mode. They have increased the scarcity of vbucks. In their own minds Save the World may now be considered as free because you purchase a pack. The skin and pack are a BR Fortnite shop item which places the skin as a regularly purchasable and changing skin pack.
ONE. There used to be free vbucks in Fortnite Save the World
I and others who play have accounts old enough to be able to earn free vbucks daily. They aren't a lot but they add up quickly. 50 and 100 vbucks at a time the missions can add up quickly. So, it used to be that if you had an old enough account you could get any BR skin or battle pass from your easy work in Save the World game mode.
This is not the case anymore. Since making Save the World only available through the pack purchased in the item shop all vbuck earnings have been turned into a purely Save the World only game token. You can use it in Save the World to purchase Save the World items and llamas to break open for surprise loot.
OG accounts still earn vbucks in Save the World but are being abandoned over time. It is against Fortnite terms of service to transfer accounts to other players, let others play your account, or otherwise sell your account. So, as people exit the game or forget their passwords they just become apathetic and let their accounts trail off into non existence.
Typically it takes less than a year to personally fully benefit from the vbucks. So, even if people let their OG accounts end up in the scrap heap they have had their fun, purchased all the skins they could ever want, and had their fun. Sad for those of us who will never see that but a harsh and inevitable reality of the change.
TWO. Save the World Free Through the Skin Pack?
Epic games has promised for years that Save the World would be free. While technically that is not true. When people think of free to play they think of battle royale and how you can just roll up, download, play. So, in that sense Save the World is not free but my suspicion is that Epic Games now considers the current set up as Save the World being free to play.
It is a bit like being a good lawyer, journalist, or straight up click bait and switch pro but Epic Games may feel that Save the World is now free to play. You buy a skin you get to play the skin anywhere. So that skin is a stand alone value in the game. If you like it buy it and use it. Attached to the skin for free value is the Save the World game mode. So...
Fortnite Save the World is now free? I am guessing they think so. You still have to purchase. They might have future plans for it to be free but I would not hold my breath until it happens. To be truly "Free to Play" you would have to be able to say "no purchase necessary" as well. You can't. So, while it is pretty much free now (in a sense) I believe Epic feels this is as far as it will go towards no purchase necessary.
It's possible and probable that decades away when the dust is settling on relics such as Fortnite that everything might be free, but I also doubt that. If Fortnite and other big names and gaming grasp what NFTs mean for gaming then entire games could appreciate in value like art pieces. So um... don't miss out on that. Don't loose your account passwords.

THREE. Why is Save the World Skin Pack in the Shop?
This more recent move to place the save the world skin pack directly in the battle royale item shop I think indicates Epics' intentions and helps. When it first launched it was hard to find and for some people to log into the game mode. You would then have to go into Save the World and it would prompt you to buy the new pack or you would have to find the pack hiding in your already purchased Save the World. It was kind of hiding.
Moving the pack to the BR item shop put it in the public eye in a very convenient way. You don't have to trip over where the game mode is and how to access it. You don't have to go into Save the World and find it. So for that matter it is convenient and helpful. However...
I believe this indicates that Save the World is now an afterthought. BR is all of the focus and Save the World (memorial) skin packs are in the BR item shop indicating that Save the World is a skin that comes with a game mode you might like to try. It all slaps as indication of Epic's intention to communicate to us that this is Save the World free to play and BR is king.

I'll state it again for posterity. Fortnite Save the World is as free as it is going to get. Don't hold your breath for the game mode to be free to play no purchase necessary. It is free to play through purchase and I don't believe Epic has any intention to push the issue any further.
While you grumble, please, remember. Epic games has given vbucks, items, and millions in cash prizes among many other things over the years and continues to do so. They continue to tighten up ship to make more money but they consistently send on value back to the community. Fortnite community is larger than ever. People come and go from it but the Fortnite community is largely well managed, creative, and exciting as hell.
